Researchers and activists denounce racism against Roma groups in Brazil during the COVID 19 pandemic and demands an emergency plan

Roma associations, research groups, activists and undersigned researchers, denounce to the competent authorities and bodies of the Federal, State and Municipal governments; the Ministério Público Federal (MPF); the social media; the Brazilian population and the international community, a public notice of the neglect and discrimination in which some Brazilian cities are treating the nomadic / itinerant Roma communities during the Covid-19 pandemic. According to the Associação Social de Apoio Integral aos Ciganos (ASAIC), municipal authorities of Cachoeira do Sul (RS), Imbituva (PR) and Dois Vizinhos (PR), expelled groups of itinerant Kalon Roma from their inhabiting territories in the last week of March. 

In addition, in the city of Guarapuava (PR), on April 2, 2020, took place an attempt to expel another Roma group, but due to the intervention of the Ministério Público, this expulsion could not be carried out. The authorities justify their acts in a discriminatory way, stating that Roma people are vectors of transmission of the coronavirus.

In doing so, local authorities violated human rights and access to health for all peoples, guaranteed not only by the Brazilian Federal Constitution of 1988, but also by the Estatuto da Igualdade Racial (Lei 12,288 of 2010) and by the Política Nacional de Desenvolvimento Sustentável dos Povos e Comunidades Tradicionais (decreto nº 6.040, of 2007). During the pandemic, human rights are reinforced by the guidelines of the World Health Organization (WHO) and the Brazilian Ministry of Health.

Despite being part of the Brazilian social fabric since the beginning of Portuguese colonization and contributing to the construction of national identities and cultures, Roma communities are still suffering from invisibility and from persecutory and racist policies, which leads to social exclusion. Living in poverty on the urban outskirts, in houses or camps, or maintaining nomadism, many Brazilian Roma communities do not have access to land with adequate piped water services or electricity. Throughout the corona virus crisis, the lack of basic infrastructure makes social security and hygiene unfeasible for many of these communities.

Among these communities, a high number of Roma don´t have access to school and are therefore illiterate. Of the few who have access, a considerable part did not finish elementary school and only few Roma finished higher education. All of them suffer prejudice from the state and private institutions, which challenges further the social integration process. For this reason, the majority lives on informal businesses, such as the sale of clothes, layettes and other goods; exchange of second-hand products; hand and tarot reading; circus and amusement park activities or begging. All of these activities are being suspended due to the risk of physical contact and the possible spread of COVID-19.

Many Roma also do not have access to social security and many does not even have a birth certificate, which makes it difficult to access programs such as Bolsa Família, a Brazilian government financial assistance program. For this reason, thousands of Roma communities are experiencing difficulties, including lack of food. In addition, Roma communities will have to give up important practices of their cultures, such as the wake and funeral ceremonies to help prevent Covid-19. Now it is time for the government to take action as well.

To date, the federal, state and municipal governments have not developed yet specific policies aimed at assisting Roma populations in the prevention and treatment of coronavirus. Nor did they issue guidelines on how members of these ethnic groups (Sinti, Kalon and Rom), who number between 500,000 and one million people spread across the 27 Brazilian states, will access social policies designed to combat the socio-economic crisis caused by the pandemic .

In this scenario, we request the urgent elaboration of an emergency plan to assist the Romani people, the circus nomadic populations and those who work in amusement parks and the like, with specific policies to prevent and combat COVID-19. We request a program that encompasses health issues linked to social and economic actions - such as the basic income program approved by the National Congress and sanctioned by the Presidency of the Republic - and which also provides for the delivery of food supplies, materials and hygiene kits (soap , alcohol, chlorine, etc.) for itinerant or excluded communities.

From the health standpoint, the plan should reinforce the fight against institutional racism in the units of the Sistema Único de Saúde (SUS -Brazilian public health system), and respect for equity policies. As an urgent action, we suggest that the government widely reports the content of  Portaria 940 of 2011 from the Ministry of Health - which exempts members of the Roma population from presenting proof of address documents or the SUS card to be treated in public hospitals - as well as SUS ombudsman to report racism or discrimination in health establishments, such as the 136 health call dial number.

We take the opportunity to demand the implementation of the “Política Nacional de Atenção Integral ao Povo Cigano/Romani” (Portaria 4,348 of December 28, 2018), which establishes a series of recommendations, objectives, guidelines and powers for governments, states and municipalities to meet the health specificities of Roma communities, including “reducing and combating antigypsyism or romaphobia”.

We suggest that the emergency plan to combat Covid-19 for the benefit of Roma populations should be followed by effective communication policies, which include information and guidelines in audiovisual format (audio or video) and not in the form of booklets or posters, which are ineffective on a population with poor educational assistance and with high illiteracy rate.

Last but not least, our notice joins other documents produced in this regard, such as: a motion made by the Associação Comunitária dos Ciganos do Condado da Paraíba, dedicated to the Ministério da Mulher, da Família e dos Direitos Humanos and signed by nine associations and researchers; an official letter from the Associação Internacional Mayle Sara Kali (AMSK/Brazil), to the Secretaria de Políticas de Promoção da Igualdade Racial - SEPPIR, Ministério Público Federal (MPF) and the Secretaria Nacional dos Direitos da Criança e do Adolescente (SNDCA); an official letter from the Confederação Brasileira Cigana (CBC) to the Ministério da Mulher, da Família e dos Direitos Humanos; a letter from the Diocesan Bishop of Eunápolis, Dom José Edson Santana de Oliveira, from Pastoral dos Nômades; and a note from the Diretoria do Sindicato Nacional dos Docentes das Instituições de Ensino Superior (ANDES)  in repudiation of romaphobia.
